Multiople rack units controler needed

I'm thinking of getting multiple 19" rack units. This will take a while so I'm not in a hurry. But one of the problems seems to be finding the right midi controler. From what I gather almost every commercially available midi controler can only control a single effect processor. You can use the midi thru output and connect another unit but I'm told that then for instance if I were to call preset 7 in bank 1 the midi controler would switch all units to preset 7 in bank 1. I'm looking for a controler that allows me to turn off and on several rack units. Sometimes I'd like to change only 1 unit, sometimes more. I think I'm looking for a budgetversion of what Edge seems to use.
 
not sure if it qualifies as budget....but the gcx & groundcontrol pro can do that....

just hook up all your rack effects with the midi signal going "thru", set them to listen to a different midi channel....and program that into the ground control pro. its actually really easy.

in a click of a button on my rack, i can:
turn on my echo pro to preset 2
turn on korg a2 to preset 4
bypass my dhp33, but still change the preset to 33
activate the channel for my racked ts-9
bypass all my other racked pedals/rack effects....
