thats a leslie guitar effect. I get a similar effect with the rotary reverb on my vox ad100, although I don't know what effects you have access to, so a good run down of your setup would be good

Edge probably used an actual Leslie cabinet for the recording of "One".

That said, there are effects boxes now that can simulate the effect. I use the Leslie rotary effect in the Line 6 MM-4.

I think Edge is using the either the Leslie or Fender rotary similation in the Line 6 Pod Pro these days, for that effect.
