Bono wrote that song when he was actually meeting with a friend, but Bono came too late (as usual 
) and his friend left a note on the table in the restaurant reading "11 O'Clock Tick Tock". So, that's the thing about the title...gonna read the lyrics again and maybe I can help you with the lyrics.
