I tried, I know he gave the speech during "Love Rescue Me" but i cant find it.
No video is out there, or at least not publicly circulated. The only Point Depot videos out there are Streets and IWF from the December 31st show. These two songs were aired on tv, so the videos are proshot. However, the "Dream it all up again" speech was really from the December 30th show (and yes, during Love Rescue Me). This is a fact that many fans get wrong, instead believing that it was made during the New Year's Eve show. In fact, U2 themselves have remembered it wrong....I want to say that they say in "U2 by U2"' that it was on the 31st, but that's simply not correct.
If you find video, be sure to pass it along! Video from any of the Point Depot shows would be amazing, and a complete show would be a holy grail of U2 finds.
