I think that begs the question of how complete are the songs/albums that they have waiting in the wings with Rick Rubin, will.i.am, and perhaps others. They wouldn't necessarily be forced to start from scratch, although they still might opt to do that.
I too have pondered this as a possibility, particularly if the album is not received by the public to a level that meets the expectations of the band. If after this album and tour Bono/U2 truly deem the band to no longer be relevant, which in all honesty is quite possible, then...well...
If this is an ambitious album a la "Pop", "Achtung Baby", etc., they may feel it necessary to maximize rehearsal time. Afterall, it's easier to play "Magnificent" live than say "Mofo", for example. If this were a stripped down album, maybe they'd feel more at ease touring sooner than later...
