printing covers to fit jewel cases?

this is probably the stupidest question I have ever posted,
but is there an easy way to print out bootleg covers to scale?

right now, if I try to print one of the amazing covers that people have made, PRINT always tries to either fit the page/fill the whole page/scale by x%

how do you all print out the covers so that they fit perfectly in a jewel case?

I use a program where I can set the inches or pixels. In that case I would either resize and existing image, or start over with a new one the correct size in inches.

If you don't have a program like that, you can insert the image into Word and then look at the Ruler along the top of the document and drag it until it's the right size in inches.
