Photo Editing Question

So I was wondering if anyone could help me out with a little question. Does somebody know a good free program I can download that lets you edit pictures. I don't know if there's a special name for it other than just cutting and pasting, but I need something where I could let's say cut somebody's head out of a picture and place it onto the body of somebody else on another one. I do it on Paint but obviously you can only cut in squares and so you're stuck with the background so it looks especially out of place. Haha, don't ask why I need this. It's for a joke I do with my friend. Thanks!

In Paint, you can free draw around an object, then cut it, then paste it (with a transparent background). You can cut and paste any shape you draw, or cut around an object.
