how to stop Windows from blocking downloads?

I was in the middle of a download and it suddenly stopped and the alert popped up that Window's didn't recognize the software or the publisher, so the download just quit.. How can I get Windows to let me download it or at least verify that it is in fact safe?

Weird, I've never heard of that. Are you sure it's a legit download? Usually you can download and save and it will warn you about d/l exe files and again whenever you try to run/open a new d/l.
