Everyone I've had to deal with always comes with caveats like ads, limits on skins/templates, no ability to FTP and upload your own stuff...
The web hosting I use is $4/mo. I think if I pay for a year at once I only pay for 10 months.

yeah, my webhosting also costs money but i get no ads, ftp ability, etc. it costs me like $10 a month for my two domains.
