World's poorest countries still dogged by corruption...

On a side-note, I found this bit interesting too:-

'But today's report warned that prosperity was no guarantee against rising corruption, and criticised Canada and Ireland, where "there has been a marked increase in the perception of corruption over the past ten years". '

This is frustrating. It means many people are getting screwed, maybe screwed right out of existence.

Corruption is VERY difficult to determine; there are some
countries that are better at hiding corruption.

Although, I definitely agree that there are a lot of people
who are being exploited in third world countries as well
as in First World Countries ...

Putin seems to be very good in hiding corruption, otherwise Russia would score 159th place

Even some of the most developed countries in the world are dogged by corruption (just look at Tom DeLay)

so why should anyone be surprised when it happens in some of the world's poorest countries?

We need to take the pluck out of our own eyes before we lecture others to take the pluck out of their eyes!
