Card has been a part of Bush's inner circle since the president's first day in office and was known for his dedication to his job. The average tenure of the president's chief of staff is two years.

Actually, Card stayed longer than most.

I bet Rove drafted the letter.

Card should have resigned a long, long time ago. so should most of Bush's staff, especially Rummy.

Card probably works 80-90 hours a week. so do most of the rest of them. it's unreasonable to expect men in their 50s and 60s to continue at such a pace for 8 full years. this is why presidential cabinets have such high turnover rates, and this is also why Bush has been making virtually non-stop political mistakes since re-election: they're all exhausted and need to shake things up to regain even a sliver of their former efficacy.

but it seems as if Bolten is simply more of the same -- another "yes" man to coddle Bush and keep him snugly nestled in that presidential cocoon, sucking a silver spoon as Rove rocks him to sleep and tells him not to worry, the bad men are going away because nice men came to the white house and told him so.

Republicans wanted a shakeup and Bush will never get rid of Rove so I guess that was the choice
