The accident was not reported publicly by the vice president's office until Sunday afternoon and then only after an account provided by the ranch's owner appeared on the Web site of the Corpus Christi Caller-Times -- the local newspaper.

In a testy exchange with reporters on Monday, White House spokesman Scott McClellan was bombarded with questions about the propriety of a private citizen making public a shooting incident involving the vice president and whether Cheney had followed White House protocol.

McClellan said Bush and senior aides were first told by staff in the Situation Room that there had been an accident in Cheney's hunting party and that the president learned later on Saturday night that the vice president had been the shooter.

"I think he was informed in a relatively reasonable time," he said at the news briefing.



McClellan said the vice president's staff did not tell reporters about the accident on Saturday because they were concerned about getting Whittington medical attention and were still gathering facts.

Cheney and the owner of the property, Katharine Armstrong, then agreed that she should provide the information to the public about an accident that happened on her ranch.

"The vice president spoke with Mrs. Katharine Armstrong, and they agreed that she should make that information public. She was an eyewitness. She saw what occurred and she called her local paper to provide those facts," McClellan said.

Armstrong said it wasn't until Sunday that she telephoned the Caller-Times. She did not notify the national media or the White House press corps.

McClellan declined to say if he was satisfied with the way it was handled.

"You can always look back at these issues and look at how to do a better job," he said.

McClellan said he found out that Cheney was involved at 6 a.m. on Sunday and urged that information be made available as quickly as possible.

That's what gets me-----what 'facts' had to be gathered?? They knew who was shot, they knew who shot him, they knew exactly how it happened, they knew where the guy was being treated, and they knew his condition. Does it take 24 hours to gather those facts? Nope...Cheney at least knew all those facts as they happened. All they had to do was ask him & they would have "gathered facts" in about half an hour.

He gets to decide if this gets made public??? OJ Simpson gets in a car & the whole world is watching in 20 minutes. Lyndsay Lohan gets in a car accident and every news organization carries the story. The Vice President of the United States shoots somebody, and he gets to decide if people find out about it?? Not quite what "executive privilege" was designed for.......

Excellent!

I was actually watching the coverage of this story on CNN last night in total and utter disbelief. Cheney no doubt will come away with a slap on the hand, where any other citizen would pay dearly for such an accident. Word is the 78 year old dude is going to be OK, but what would have happened if Cheney's shots killed the guy?

It turns out that Cheney didn't even have the permit necessary to drive up in your car to a covey of hand raised quail that were then released just to be killed.

That requires the $7.00 I am a lazy dumb ass permit he was too lazy to get.

Vice President Dick Cheney has been given a warning citation for breaking Texas hunting law by failing to buy a $7 stamp allowing him to shoot upland game birds.

The warning came from the Texas Parks and Wildlife Department after it investigated Cheney's accidental shooting of a fellow quail hunter Saturday on the private Armstrong Ranch in the south part of the state.

The department found the accident was caused by a "hunter's judgment factor" when Cheney sprayed another hunter while aiming at flying birds.

The report said the victim, prominent Republican attorney Harry Whittington of Austin, was retrieving a downed bird and stepped out of the hunting line he was sharing with Cheney. "Another covey was flushed and Cheney swung on a bird and fired, striking Whittington in the face, neck and chest at approximately 30 yards," the report said.

Cheney, an experienced hunter, has not commented publicly about the accident. His office said Monday night in a statement that Cheney had a $125 nonresident hunting license and has sent a $7 check to cover the cost of the stamp. "The staff asked for all permits needed, but was not informed of the $7 upland game bird stamp requirement," the statement said.

Whittington also received a warning for failing to have the stamp. A department spokesman said warnings are being issued in most cases because the stamp requirement only went into effect five months ago and many hunters aren't aware of it.


Television talk shows took aim Monday at Vice President Dick Cheney's accidental weekend shooting in Texas of a hunting companion. Here are a few of the jokes.
