You may not appreciate this answer, but I haven't reached a final conclusion yet. There have been several articles and commentaries and what not that have different theories of who should have responded and when. I will say that the federal response should have been sooner and was likely a bit too bureaucratic. The out-of-state EMTs, firefighters and police officers should not be sitting in sexual harrassment classes in Atlanta.
