this does totally dodge the question, though. you stated that the government should protect citizens and allow them to have life. i'm wondering, when does one achieve citizen-hood? i assume that person-hood is a prerequisite for that. so when does one become a person and thusly able to enjoy the rights given to one by law, and yet also suffer having those rights taken away, again, by law?

In fact, I'm committed, as president, to do more to help on both HIV and AIDS funding than we have done in the past, and even include HIV as part of the Medicaid coverage, because it's consistent with the idea it's better to prevent diseases than it is to treat them.

It's unbelievable that he needed a second interview to say this.

It's unbelievable that he said it in the first place, yes, but even more so that in 2007, he actually backed it up the first time.

Only after public backlash does he find it necessary to show some kind of respect for AIDS patients.

which is good.

but saying "it was 1992!" is NOT an excuse.

even i as a 14 year old in 1992 knew how you could and could not get HIV.
