I don't get the point of a permit in this situation, and I'm as big an anti-smoker as it gets. Why would you get a permit for something....bad? Why not just raise taxes, raise insurance rates/premiums for those who choose to smoke, and restrict smoking in public places? It's like issuing additional permits for drivers who like to speed or roll through stop signs...

I agree. Make a pack of cigarettes $15-20 and feed the extra revenue into pulmonary disease treatment and research.

Fine. If it can be agreed that the funds thereby raised are strictly ring-fenced and used to fund only illness caused by smoking, which I accept is an obnoxious and dangerous habit.

But let's face it, that's not how governments operate really, is it? All our taxes go into one pot, and thence distributed to whatever causes government deems appropriate.
