It sounds like the single best thing they could do is to launch a vigorous islandwide spaying and neutering campaign to combat the overpopulation problem. Overpopulation tends to go hand-in-hand with a perception of dogs and cats as "varmints" rather than household members who should be valued and treated accordingly. It's not clear to me from the article how feasible such an effort would be economically, though.

I know how you feel, it's terrible to know it and not be able to stop it. This is much worse than the first one because it's not just one incident. The entire country should be ashamed. Maybe the US should give it statehood so that what they're doing will be a felony!

There is one tiny bit of good news, six of the pets from the last link survived the fall and walked back home!
