Stick to the point, the issue is as regards Middle Eastern countries failing to sign up to the NPT.

Yes, Israel is the country in the Middle East that has not signed the treaty and is not under obligation to abide by it - it maintains a policy of strategic ambiguity and does not conduct sabre rattling or threaten to launch first strikes upon it's neighbours. Given the history of it's neighbours militarily having a nuclear detterent has been a factor in maintaining relative peace for the last 30 years.

I believe it makes sense for Israel to have nukes.

I am sure they believe they only survive at the good will of a string of supportive U. S. governments.
