obviously government bureaucracy is tying the hands of the investigators. how are they supposed to extract information from suspects or others linked to the bombings if they can't torture everyone in london?

Well to be fair, reading the full article does suggest that they have certainly learned some useful things about homegrown terrorist networks in the course of this investigation, even if it's not enough to pin down the specifics of this particular case. Though I would concur with its general impression that UK intelligence really does not seem to have its act together lately--not that ours is anything to crow about either.
