The people with the money *and* the power want to keep the status quo. For Saudi Arabia to really change, they'd have to scrap their "constitution", which is the Koran. They'd be nuking their Wahhabist state if they did this, something they have no intention of doing. The most powerful people in these societies are religious authorities, not politicians. In this respect they are drastically different from Western societies. The social structure of these societies is really working against them.
