I doubt there would have been anything the administration could have done that would have gotten the French and Germans on board financially as well with the military.

Thats an obvious given. Now that the war is over, the question is which countries have a desire to help the Iraqi people? It appears that the Germans, French, and Russians have no desire to help them. In 10 years, the Iraqi people will remember who helped them and who did not in achieving a democracy.

I think we'll have to see in 10 years what the Iraqi people really remember.
 
The fact is, people generally remember others that help them. France, Germany and Russia have decided not to help in a meaningful way despite having the opportunity to do so.
 
History is always relative. How we remember Gulf War II will likely be very different from how Iraq remembers it and very different from how Europe remembers it.

Kinda like how Bush snubbed Canada after they didn't help with Iraq, absolutely forgetting they aided us with Afghanistan. People's memories work for their advantage and that's it. Iraq will not be holding hatred with any of these countries.

I would not compare an irrelevant State visit that did not happen to people being brutalized by an evil dictator and dealing with the difficult aftermath of his rule. There are people in need of help in Iraq and France, Germany, and Russia are not helping simply because they were against a war that was fought 6 months ago which resulted in the liberation of the Iraqi people. These countries obstructed the process to bring down Saddam and have made a willing choice not to help people in need when they have the opportunity. The Iraqi people are not dumb or blind. They will definitely remember. That does not mean they will hate, but they will value the relationships with those that have helped them over those that chose not too.
