It is unfortunately a lack of foresight. It is designed to keep people who receive pay for room and board from double dipping during peace time. It is having rammifications during wartime.

I am going to call my congressman on this one as well as both senators.

Lack of foresight ore a lack of planning,...this could be easely be changed before the politicians send the soldiers out to die,....
