Here're the steps in my reasoning:
STEP 1: Gangs of New York has a LOT of buzz behind it, with a good cast and a great director.
STEP 2: Miramax is legendary for lobbying its movies to the Academy. Didn't someone once say, "Miramax could get a turd an oscar."
STEP 3: The Academy, already paying attention to Gangs of New York as a film, will examine its individual elements too. Historically, films with this much buzz are nominated for multiple oscars, even if they don't win any. These elements include, you guessed it,
STEP 4: The soundtrack, which includes an original song by...
STEP 5: U2.
Voila!
Possible stumbling blocks:
1) Gangs of New York bombs. Even so, I still think Miramax would get it in front of the Academy.
2) The Hands that Build America sucks. Not a whole lot we can do about that
3) Gangs of New York is good, but there's a backlash against it for some reason. Maybe it'll make some racy jewish or irish jokes that piss off too many Academy members.
