I have heard it used both ways. Saying something this the bomb, like, "that was the bomb man!" is compliment. Or saying something like "Did you watch those Canucks bomb last night?" is not positive at all.

yeah meant bomb of a record as in a positive way! It can be taken negatively likes poor sales...the album bombed.... lol
