Question about using U2 music in commercials

I was flipping through the tv channels the other day and saw a commerical for a local Chevrolet dealership, one of the smaller Chevy dealers in town. I can't remember the name of the dealer. First time I even heard of them. Anyway, U2's "Beautiful Day" plays throughout the commercial. The guy from the dealership says, "when you shop at so-and-so Chevrolet, it IS a beautiful day!". Typical corny line from a low-budget auto dealership commercial. But they have the good taste to be featuring U2 music. I couldn't help but wonder though if they were breaking any copyright laws? Wouldn't any business be required to get permission from U2 to use even a few seconds from a song during a tv commercial? And likely pay a hefty fee for the usage? I'm having a hard time believing U2 gave permission to a small Chevy dealership in Phoenix, Arizona. This was the first time I've seen a small business, not a major corporation like the NBA, NFL and NBC, use U2 music during a tv commercial.
