This was a song that wasn't put on BOMB, but was a left over -- I've been wondering what this song is about, I heard this was a Johnny Cash themed song -- but the word "Northern Star" comes from the song "Please"

So is it some type of Please-esque song?

It was just mentioned by Bono in a magazine when HTDAAB was coming out, other than that there isn't much known about it.

The meaning probably comes from Bob Dylan calling him The North Star during the memorials after his death. Bono then probably jumped off of that, I guess.
