'City of Blinding Lights' born from 'Always'?

So I'm listening to the album for the first time, just a bit after midnight, and City of Blinding Lights comes on. At about second number 50, the song sounds amazingly familiar, and then it hits me... "To be the bee, and the flower." Anyone else think that COBL might have come from the Beautiful Day b-side Always?

No, this song comes from Pop... but to be honest it sounds to me like Streets have No Name mixed with Wild Horses...
 
Some of the melody and chord chagnes definitely reminds me of Horses, but even more of the various versions of Don't Turn Around from the Salome Sessions. Which became Horses but obviously bits were kept for this.
