it is a romantic song because of the whole "apology" story behind it. also:

on the other hand, Wild honey is romantic as well. if nothing else there's the "did i know you, did i know you even then..." verse. or "i send you flowers, cut flowers for your hall, i know your garden is full, but is there sweetness at all?" not to mention the choruses, "love me give me soul" part.
i also think, like some have mentioned, both songs end kind of sadly. "...baby's got blue skies up ahead, but in this i'm a rain cloud" and "i'm still standing where you left me, are you still growing wild with everything tame around you"
