Dr. Hannibal Lecter from The Silence of the Lambs...

...but I love him anyway, so I guess I don't consider him as much of a villain as I did when I first saw the movie.

i dont know, i think i found the emporer to be more scary than vader when i was a little kid, only because you could actually see his evil face
