I got your pm Rebekah.

It's relatively easy to do.

Grab an mpg video and edit out the bit you want using Tmpgenc with a custom size 300 x120, for example. Export as avi (without sound)

Then I use Gif Construction Set Pro v2.0 to create the gif. Import the avi. Delete every other frame to keep the file size down and then double the delay between the remaining stills/blocks so that the speed remains the same.
