My German teacher had this theory that grammar education in primary schools ran in cycles. A couple of years would really know their stuff, then it would gradually decline over the next few as teachers would assume it had already been taught in an earlier grade or something, until it hit a low point when someone realises "oh shit, we've got kids who don't know grammar!" and does something, so the next year is really good. Then it just repeats.
