No, where I live is a relatively poor area. The economy is pretty screwy out here. So people just don't have the money to spend on computers or internet.

I'm lucky to get 40K at any one given connection. My typical speed is about 36.6 or so. Today I am only functioning on 30.
When I had AOL, I always got about 51-54 or so.
Makes me wish I had AOL still.
