The lyrics were written by Woody Guthrie in 1939. Guthrie left behind a ton of lyrics and his daughter wanted them finished (put to music). So she got Billy Bragg and Wilco to finish them which resulted in the two records "Mermaid Avenue" Vols. I and II, and there was a tour that supported the records. Bragg didn't actually do anything on this particular song. Jeff Tweedy and Jay Bennett (former Wilco guitarist/keyboardist) wrote the music and Wilco recorded it.
