OK. Shut it off, let it cool, and then it'll be fine.

That just means it's overheating and the fan can't keep up. If it's a desktop computer, see if you can open it up and spray some WD-40 in the fan.

But...it's been doing it even when I first start it?

WD-40 is just lubricating oil. It's fine as long as you don't coat the electronics. Just spray the mechanical parts, like where it turns. You should be fine.
