Yeah pretty much. They're in enough trouble driving on roads already because of the threat of any garbage bag/sack on the road being an IED. Stopping just makes them the target of snipers or mortars.

I'm in SoCal and once saw a Humvee flipped over on the side of the road. Didn't think those vehicles were supposed to do that. Wasn't raining or anything. Hmmmmmmmmm...........
