I'll second "Grace" by Jeff Buckley.

Also, "Radiator" by Super Furry Animals.

Best album of the '90s (for me, and aside from OK Computer): Perfect From Now On, by Built to Spill.

Also, all Pavement albums were underappreciated!

Not to mention all Flaming Lips albums.

And Zooropa didn't get the mass appreciation it deserved.

Blur's "13" was too underappreciated in North America.

I agree with Supergrass's "In It For the Money" being underappreciated: a classic

Fountains of Wayne's self-titled from 1996 is amazing.

And, finally, I think the Pixies' "Trompe le Monde" is one of the finest albums of all time, and it hardly gets any mention in a review of the '90s.
