Then what does it mean that the band has a page there? It can only be of any use if the band acknowledges it and checks it for messages.

I don't know. I don't run the site. Ask Tom, he runs it. All I know is that musicians and bands like to promote their music on the site. REM leaked their latest album on there. It can be runned by a member of the band, a member associated with band as in U2s case as Shawn Bonneau stated it is runned by a friend of U2. Who that person is, I have no clue.
