Looking for the name of a movie...

Hey kids.

This has been driving me CRAZY for like 4782734 hours.

I'm looking for the name of a movie that, I believe, came out in the 80's.

The basic plot is that there is an apartment complex in New York (at least its in NY in my memory) that is being threatened with a tear down or foreclosure or something like that.
In any event, the vast majority of the tenants are older folks except for one younger guy. They are trying to save their apartment complex because they have all become like family blah blah blah.
So, somehow some little robot aliens get involved because one of the residents saved one that was living on the roof. Or something like that.
The first floor of the building has a little diner in it or something.
The robots end up helping them save the apartment building and everyone lives happily ever after.

So, think Cocoon mixed with a little Short Circuit.

One of the scenes with these little robot guys revolved around one of them playing around on the dinner counter in a hamburger bun.

Can anyone help?
