Kimono is a gender neutral term. Women wear kimonos as do men.

I'm not having much luck finding a better pic of the painting but I did find out that Mr Fur Lined Frock is Balthuseseses son Thadee. He has two other children, a son Stanislav, and a daughter Harumi who is considerably younger than her brothers and appears to be half Japanese in appearance.
