Aid policy comes under fire as not going directly to Africans

YOKOHAMA--A plethora of private-sector people committed to helping Africa on Wednesday blasted Tokyo's aid stance toward the continent as too focused on setting up infrastructure and spurring economic growth.

Representatives of nongovernmental organizations from across the world were joined by the rock star Bono and others in calling for aid that directly affects people's daily lives. They said priority must be placed on the most basic of issues: health, education and providing stable food and safe drinking water.



The calls were made in a so-called civil society session forum at the Fourth Tokyo International Conference on African Development that kicked off earlier in the day here. The session was the first such official event in TICAD's 15-year history.

About 30 panelists from Japan, Africa and elsewhere expressed gratitude for Japan's promise to double its official development assistance to Africa by 2012.



But they said the bulk of aid should be spent on addressing the issue of declining food security, a development that affects not only Africa but much of the world.

An official of an NGO based in Kenya called on Japan to work closely with Nairobi, U.N. organizations and the World Bank to terminate pandemics like AIDS and tuberculosis.



Japanese and African NGO officials also urged the government to cooperate more with local NGOs in delivering aid or implementing development projects.

In response, a Foreign Ministry official promised: "Every NGO in Africa can visit the local Japanese Embassy, and if it is good project, we will finance you. Today, ODA is not a government monopoly, and we have to work with civil society. We have to cooperate with local NGOs in Africa."

While the ministry officials repeatedly expressed gratitude for past NGO contributions, it remains unclear how or if the Foreign Ministry will reflect their opinions in the achievements of TICAD this time around.



It was for this reason that Japanese NGOs in April asked Bono, frontman of the rock band U2 and an activist for change in Africa, to attend the session, knowing that it would draw strong media attention and make it difficult for the government to simply ignore the outcome, said Minori Tanimura, a board member of the TICAD NGO Network.



"As regards the role of civil society, it is very simple," said Bono, with a dozen TV cameras and even a larger number of photographers trained on him. "The quality and quantity of aid depend on civil society."

"The likelihood of the government fulfilling the commitments depends on active civil society and social movements around that," said the singer, who was introduced as a "distinguished friend of Africa" for his contribution to African development.



Today, Bono and a famous Senegalese singer Youssou N'Dour will attend a joint event by Japanese and foreign NGOs at Yamashita Park here titled "One for All." The event is aimed at raising public awareness about malaria and other infectious diseases that are rampant across Africa.(IHT/Asahi: May 29,2008)
