What is the exact quote Adam made about men shouldn't wear pants if it's not cold.

I need it!!
The background to the need is because the male subway employers are not allowed to wear shorts when it's hot but the female can wear skirts. A guy looked up in the dress codex and nothing said that men couldn't wear a skirt, so he did and almost got fired for it. Stupid!!
He looked really cute in the skirt!
