How come DVDs come from the first leg lately?

Sydney was done virtually at the end of Zoo TV tour - though technically the Zooropa-fied setlist not representative of tour, Popmart on the last leg too and now Boston and Chicago are from first leg. (ok there was Slane but I don't think that one was planned all along)

Do they fear Bono's voice could get worse on later legs?
We know they tend to sound tighter as the tour evolves so why not wait on later legs to record?
 
Perhaps about Bono's voice...

But perhaps also on the beginning of the Elevation and Vertigo tours, they released the DVD to show what earlier material was played, versus the now changed material...
 
so they could get it out in time for the christmas holiday

but still pretty stupid if you ask me, the third leg shows are 10 times better
