What is the 'Uploads Conference'?

I'd like to upload my pic. The CP says to upload it at the 'Uploads Conference'. Is this a section of the forum?

I think that that is an option that some boards set up with this coding can have, but I don't believe Interference is excercising that option.

Okay, did that make sense?

Mayhaps an admin can clear this up further...I could be wrong.
