I was wondering if it's something only premium members are able to do or if anyone can do, but on the avatar, right above the status of membership (i.e. Refugee, etc.) there are personal messages like "Rock'n Roll Doggie" or something similar. Are those just personalized messages for certain members, or can everyone do that? If so, how?

Right, only premium members can have a custom title. Otherwise, it goes in order of how many posts you have.
