Regulations for music swapping?

I know that buying/ selling is restricted, but in the mp3/ music on the internet section, are we allowed to offer swapping bootleg cd's via snail mail? I've had a look at some of the discussions in that folder but I'm still unclear on this.

Yes you are allowed to swap mp3 bootlegs

In the All I Want Is You forum you are also allowed to sell U2 collectibles, excluding CDRs which can only be traded.
