How do I make this file smaller?

...as my avatar, I think it's the right size (40 x 40 or something) but the file is too large, is there anyway I can shrink it?

Sorry, thanks, I'm being a bit dense - it's been a long day.

My computer is broken and I'm using my Dad's laptop so it doesn't have Photoshop or any similar programs, I can't even find Paint - so would someone mind shrinking it for me?
