Change time limit from 45 to 20/30 seconds

I guess this was a good idea. For users like me that that always participate in the "fast games" in EYKIW, it's annoying to have to wait and remake the post because of the 45 seconds. I guess that with 20/30 seconds that would not happen and 20/30 seconds are enough to prevent flood.

I agree, 20 seconds.

Funnily enough I had flooding prevent me posting this post. Its just stupid, the gap is too much.

I doubt this will change anytime soon.
The rule is 45 seconds to prevent spammers from trolling all over our board in a rapid fashion.

Actually it's not. At busy times there can be many hundreds of users on here if something particularly big has happened and slowing the individuals down is a more practical way of preventing server crashes than slowing the board down.
