Can someone PLS help me resize an image?

hi, i'm trying to put up my pic as an avatar but it keeps saying that the size is too big - even though i've resized it to 70 x 72 pixels. i could email the pic anyone who's willing to help, who could resize it for me and then i could upload it.... thanks!
