Yes! Why wouldn't I spend 25 dollars for a horrible band, instead of spending the same amount for two or three smaller gigs with upcoming and promising bands (or anything else really)? It's just money anyway!

Not everybody lives in the United States. I saw two of the biggest bands in my country yesterday for an equivalent of 8 bucks.
