You probably already know this. The image is a graph of the radiowaves from the first known Pulsar. It's not so much a design as it is a graph snatched from an astronomy textbook
(before they knew where the radiowaves were coming from and how they were produced, and because of their regularity, some people thought they might've been a signal from another civilization)
