There are a zillion-and-one speculations from "well-placed sources" currently swirling in the Pakistani, Indian, US and UK presses as to precisely whom the prime targets might have been. It is, however, virtually guaranteed that whoever did this wished above all to send an unforgettable inaugural message to President Zardari--at the time attending a dinner at the Premier's residence just blocks away, in honor of his first speech to Parliament hours before (in which he vowed to rid Pakistan of terrorism, yet also not to tolerate violations of Pakistani sovereignty in the name of combating terrorism...a clear allusion to the recent US cross-border strikes).

Some 1200 Pakistani civilians have died in terrorist attacks thus far in 2008, and more than a thousand Pakistani soldiers have died fighting Taliban and al-Qaeda linked militants in the northwest; so in a sense this latest attack was shocking only by virtue of having occurred in such a high-security zone. Cross-border attacks unquestionably inflame the situation but, unfortunately, it's hard to imagine at this point that Pakistan won't continue to be plagued by internal terrorism so long as a Western-friendly government remains in place in Kabul--or so long as the northwest remains poorly politically, economically, and socioculturally integrated with the rest of the country, a longstanding situation that's only becoming exponentially more difficult to address.
